Shadowy Illumination and Spells

Looking over the differences from 3.0 to 3.5, I came up with the following subtle difference. In 3.5, the range of vision includes a shadowy illumination area in which creatures have concealment. Since concealment does not protect from targeted spells (it doesn't does it?), it means that targeted spells in lit areas now have twice the range in 3.5 than in 3.0 (assuming you don't go past the range of the spell in the first place). Correct?

Also, the darkness spell is now useless against targeted spells. Right?
