Should ethereal characters be able to possess others like ghosts do

Possession is a feature of one incorporeal critter -- ghosts. It's even got its own name ("malevolence"). I'm betting your PC does not have this ability.

That's how I handle it.
 

So, can they occupy the same space or not?

Being on the border ethereal, the PC is non-corporeal. What happens when he tries to pass through a person who is on the Prime?

Nothing. The PC is not non-corporeal (or incorporeal), from the point of view of a Prime creature, the PC is non-existent (and vice versa), unless he utilizes magic to see the PC.

Different planes = no interaction at all, unless specified (like for abjurations and force effects) - the Ethereal just has the special notion, that a creature on the Ethereal can see the Prime.
