This guy I game with and I have decided to make a brother/sister combo for the next campaign. Were going to be human and from ravenloft. We have decided to speak with a Russian accent and are even learning Russian words and phrases to sprinkle into our conversation for flavor. He has decided to dual weild dwarven waraxes and to complement him I am going with the longbow. As far as I can tell, pure fighter is the best way to go to do this. I only bring this up because 5,000 heads are better than one and I want to make I'm not forgetting things. I would like some advice on feat progression and possible PrC's for later. I will take rapid shot early on but I want to concentrate on hitting more often and doing more damage than getting more attacks. Thanks in advance guys!

No, it will be a 5 person party. We have no idea what everyone else is playing. The DM has asked us to play what we want to play not what we think the party will need.
 

Human fighter, obviously, gives you the best / fastest access to feats. However, Ranger gets automatic access to some of the good archery feats (and, you don't need to meet the prereqs, which may be particularly important for Improved Precise Shot, which requires a 19 Dex).

A possible feat progression, assuming a human fighter:

Level 1
- Point Blank Shot
- Precise Shot (lets you fire into melee without penalty, important if your brother (and the rest of party) are in there fighting)
- Weapon Focus (longbow; covers composite longbow, as well)

Level 2
- Rapid Shot

Level 3
- Far Shot

Level 4
- Weapon Specialization (longbow)

Level 6
- Manyshot
- Shot on the Run

Level 8
- Improved Critical (longbow)

Level 9
- Greater Weapon Focus (longbow)

Level 10
(no obvious one here, to me; maybe Greater Manyshot)

Level 12
- Greater Weapon Specialization (longbow)
- Improved Precise Shot

Obviously, Dex is your most important stat; you'll likely want a good Str, too, to be able to use a Composite Longbow with a strength bonus.

Dragon 310, targetter variant class. Some skill changes(you get stuff like hide), but the main thing is that you can swap a fighter bonus feat for a class ability called "Vital aim".....lets you use dex mod instead of str for damage. You are also proficient in 2 exotic ranged weapons, but i always use elven longbows anyway, there really arent any good exotic ranged weapons in D&D.

A ranger can also work, he has some crazily good spells for ranged attacks.
 

I love this kind of starting set up and some of my best and most fun role-playing came when 2 of us played as friends or relatives or something like that.

Now since the dwaven waraxe is a one-handed weapon (and not a light one) your friend's PC will not be better than -4/-4 with his weapons. (I don't know if you are using 3.0 or 3.5 rules sets). Using just the 2 handed weapon fighting feats.

I agree with kenobi65's list.

Although far shot is a real handy feat to have too.

Make sure you have a high strength and take an appropriately rated composite longbow (for the exrta damage).

The Greatbow (and composite version) from Complete Warrior is a pretty darn fine exotic ranged weapon. I don't know what the Elven Longbow does, but if it's from dragon magazine, it's probably the "elven katana" of ranged weaponry.
