But if these were intended to be their first commercial releases when Sigil went live, I think it'd be hard to make many adventures with them.
Yet more Monday morning quarterbacking: I would have developed sets (and maps) for a starter set and worked backwards from there, so that at least one adventure could be played immediately with Sigil. And most of the starter sets have a decent spread of basic monsters, meaning they'd be useful for making more adventures. (The nothic in Lost Mine is a little weird, but the rest of the adventure is 99% stock monsters.)
