Skald's Armor vs. Redirected Death

The daily power of the Skald’s Armor (PH2) has the same intent as the daily power of the Cat Burglar PP, Redirected Death (PH1): the enemy attacking you misses you and hits an enemy instead. Except the Skald’s Armor is a level 3 magic item and Redirected Death is a level 20 attack. (The basic text of each is found at the end of the post.) Assuming that a power gained at a higher level should be more powerful than one gained at a lower level, what is it about Redirected Death that inflates its level 17 levels higher than Skald’s Armor?

Redirected Death lets you shift 1 square but that hardly seems like enough benefit to be worth a difference of 17 levels. The only things I could guess is that you first have to be hit (as opposed to targeted) to use Redirected Death, so it’s not expended without reason or that you get to do damage on a miss.

The Skald’s Armor guarantees the enemy will miss you but doesn’t guarantee they’ll hit the new target.
Whereas, Redirected Death doesn’t guarantee the enemy will miss you but if they do miss you they’re guaranteed to hit the new target. Is that it?

Power (Daily): Immediate Interrupt.
Trigger: An enemy targets you with a melee attack.
Effect: The triggering enemy instead targets a creature of your choice adjacent to you.


Redirected Death (Cat Burglar Attack 20)
Daily, Martial, Weapon
Immediate Interrupt Melee weapon
Trigger: An enemy hits you with a melee attack and can reach another enemy
Requirement: You must be wielding a light blade.
Target: The enemy that hit you
Attack: Dexterity vs. Reflex
Hit: The target’s attack misses you and hits an enemy of your choice within range of the target’s attack.
Miss: 2[W] + Dexterity modifier against the target.
Effect: Shift 1 square.

The power lets you damage at least one opponent, on their turn, while avoiding damage yourself (assuming you can shift out of range).

Not sure if that's worth 17 levels either.
 

Well you have a miss effect as well but yeah, I don't think the CB power is too underpowered, more like the armour is overpowered.
However I am just no good a judging relative merits of powers! However this does seem a bit odd to me as well. But I would whack the armour up to 9th or so level and not take the CB paragon path LOL
 

It also makes a difference that one is an item power, and armor specifically, and the other is a paragon path power. I haven't looked at the Cat Burglar PP, but it's possibly that it's lvl 20 daily is toned down because it has other powerful abilities.

I do agree that in a direct comparison they seem close in power level.
 

One thing to note: The Cat Burglar power goes off when an enemy hits you, rather than targets you. That means you know for sure that using it will help you avoid an attack, while the Skald's armor redirects an attack that may or may not have hit you.

That said, Skald's armor does seem pretty darn good for its level.
 

Skald's Armor
Pros: Doesn't require player to-hit roll.
Cons: Wasted on enemy miss; redirected foe must be adjacent to you.

Cat Burgler PP
Pros: Isn't wasted on enemy miss; redirected foe need only be within range; slide 1 square.
Cons: Requires player to-hit roll (but deals damage on miss).

I'd say the Cat Burgler PP is definitely more powerful, though I'm not sure I'd say 17-levels worth...
