Skirmish and full attack

Is there a feat or class ability that grants another 5' step in a round, or lengthens a 5' step to 10'? Just trying to figure out a way to add skirmish damage to a full attack*.
Gloom Razor tactical feat in ToB.

Elocator PrC from XPH grants the ability to take an extra 5' step in a round. ToB has a feat, Evasive Reflexs , (or something similiar to that), that lets you take a 5' step instead of an AoO.

Let's say I have Combat Reflexes and a Dex of 12.

If you have the Combat Reflexes feat you can add your Dexterity modifier to the number of attacks of opportunity you can make in a round.

After my turn is over, two people move through my threatened area.

I can make two AoOs per round. It's not my turn. Can I make those AoOs?

Sure, you can make those AoOs. It says "in a round." A round is a unit of time. However, it begins and ends on the scout's turn.

The definition above for a round notes that you make all your actions when your turn comes up. Note that once a scout's turn comes up, they haven't moved in the round. Therefore, no skirmish until they move again.

Effects that last a certain number of rounds end just before the same initiative count that they began on.

Which is to say, as in all others cases, a scout's previous round ends when their new one begins.

BoED has a PrC that lets you make a charge + full attack, always. Lion's Pounce is gained at the 5th level. However, you have to be a druid or ranger . . .

If you're a two-weapon fighter, the feat two weapon pounce from PHBII, lets you attack with both weapons on a charge. Also, in Drow of the Underdark, a drow swashbuckler can trade out acrobatic charge for a 5 foot step as a swift action when they hit with two weapons.

A quickened dimension door or teleport would do it, wouldn't it?

I would say that there is a difference between you moving (i.e. walking, running , tumbling, jumping, etc) yourself 10+ feet, and being moved 10+ feat by something else, as far as qualifying for the extra damage and AC from the Skirmish ability is concerned.

As a DM I certainly would require you to have actually moved under your own power to qualify (especially since the errata that stops it from working while mounted).

Dimension door has a prohibition against taking actions after casting the spell. Teleport should work though.
