Small character (Gnome) using a Medium sized Repeating Crossbow?

How do you work this out? I'd assume that a gnome using a medium sized light crossbow treats it as a heavy crossbow, which would be slower to load. But in the case of a repeating crossbow, the load time wouldn't be affected right?

You could house rule that part about the light crossbow as DM, but I think that reload time is not based on size but on design.
The by the book rule is a -2 penalty per size diference, this also stacks with the -4 nonproficiency penalty(if the gnome is not proficient in repeating crossbow).
A -2 to -6 is penalty enough, I think making the weapon slower is just double penalizing the gnome.
