Fun idea. Paladin/Fighter/Aristocrat (preferably someone your PC's know) takes the stage to give an important address to a crowd. A single arrow strikes him and he falls.

After the investigation, a known criminal is found guilty through magic, but no weapon is found and frankly it is difficult to tell how he could have accomplished such a lucky shot.

If your PC's become interested and try to look into the matter you can give hints with gather information checks, divinations, etc. Check this guy out.

10th level human telepath

Feats: Craft Psionic Arms and Armor, Point Blank Shot, Far Shot, Hide Power, Metacreative (Psionic Arms and Armor), Martial Weapon (Longbow)

Required Powers: Greater Domination, Tailor Memory, Mindwipe, Metaphysical Weapon, Dimensional Slide, Detect Thoughts, and Chameleon

Required Items: Longbow of Coup de Gras +1 (made personally, cost him 27,131.25 gold and 2170 XP), and a ring of spell storing or an ioun stone that holds a true strike spell or a potion or some other means of having that spell once or more.

Strategy for public assination:

Metaphysical Weapon the longbow and the arrow to make them +3 each
Find a suitable location that overlooks the area and provides some camoflauge.
Manifest Chameleon to add in your camoflauge.
Patiently await your target.
Imbibe your potion of true strike (or alternate method) and use whatever buffs you may feel you need to strike your unaware foe.
Shoot, using your Coup de Gras ability of your bow.

If you hit, it is automatically considered a Coup de Gras and you deal triple damage (including whatever buffs or magical ammunition you felt was necessary) and force a Fortitude Save (DC 10 + the total critical damage you inflicted with your x3 crit, DC 46 just for an average example) or die instantly.

Dimensional Slide away. Dominate a known criminal, mindwipe his recent activities and tailor his memory with your assasination, send him through the area of the investigation believing he is the one who performed the assasination to divert attention.

Use your chameleon power to fade into the crowd and walk away.

But non-directed divinations will still probably find the telepath instead of the criminal. When the cleric casts Commune and asks if X did it, they'll get a no regardless of what he remembers.

Yup. All divinations will indicate that he is not guilty. If there are a good number of Psions, the L2 power Sensativity to Psionic Impressions (AKA "Legend Bore"), which tells a lot about anyone who has touched an object, from most recent on back, will nail you if its cast on the arrow.

Yes, higher level divinations will point the correct direction. This is good, because you don't want your PC's believing the patsy really is the guilty party or you don't have an adventure.

Yes, object reading will help as well. But that's why the arrow you use was generated by the Bolt 0-level power. So 6 seconds after the target is dead, the evidence disappears. :)
 

Oh, you said Sensitivity to Psychic Impressions, I believe that would just replay the scene for you. Did you mean object reading? (Shows you the last and subsequent possessors of the item read?)
