I think it's for a few reasons.
1. No cost. This means that a party with a wizard can pretty much always have a safe place to rest if need be.
2. Limited use. Since it's not a ritual, and can only be used 1/day, that means you can't just keep making one.
3. Dispel. It's a conjuration, which means it can be dispelled by anyone who can dispel conjurations.
