Psionic Powers: A psionic ruler aboleth manifests powers as an 18th-level psion (nomad? telepath?). The save DCs are Intelligence-based.

Typical Psion Powers Known (power points 361):
1st—x;
2nd—x;
3rd—x;
4th—x;
5th—x;
6th—x;
7th—x;
8th—x;
9th—x.

It knows 33 powers.

Sorry, been off in la-la land for the last week-ish. My #1 concern is that just on physical attributes, this aboleth would already be approaching EPIC, to then ADD 20ish casting levels, it will be a varitable juggernaut. One that would greatly excede your target CR.

I do like the idea of equivalent caster levels, but maybe something a tad weaker, like 1/2 HD? It will still, IMHO put is into the realm of EPIC CR's.

Do Epic level SLA/PLAs make a creature epic?

Not quite. It's roughly comparable to a bit fiend or balor without the spellcasting, although it's defenses and psionics/SLAs are less impressive.

I'm not sure that's enough to push it over the hump.

Yes and no. Many are effective enough to be too deadly to a non-epic party, but you'd risk a "glass cannon" scenario if the creature didn't have the other qualities to back it up.

I think the comparison to the angels is apt, and those are only border-epic.
