Is the scorching ray supposed to represent the burning hands attack, based on the efreet?

Is the scorching ray supposed to represent the burning hands attack, based on the efreet?

I'm thinking it's meant to represent the two "stream of white fire" attacks the Oathbinder has.

The Oathbinder's Intelligence is one step lower than an AD&D Efreeti (Average instead of Very).

Shall we lower the Oathbinder's Int and increase its Cha and maybe Wisdom?
 

Sounds fair on the Int. I'll agree to increasing Wis (for Sense Motive), but what's the reason for Cha? Just DCs?

It's a direct lift from the 3.5 efreet, but yeah, Cleon's explanation cements keeping it around.

That makes sense to me.

That and they are respected and obeyed by other Genies, at least as far as Oaths are concerned.

Plus, I'm sure it takes some serious "sense of self" to punish other genies. ;)

How about splitting the difference to make the Charisma 18?

Ok, looking good. Seems like we'll need an "oathbinding" ability and a "soul-grabbing" ability (no raising, etc, without appeasing the genie or something first). You guys agree?

EDIT: I can get behind extra damage vs oathbreakers. Sure.
