Depends what type of teleportation, I'd think. The ones that just move you from one spot to another through the fabric of another plane (misty step, fey walk) would not, because there's no actual movement through a portal. Your just delivered from one place to the next.

Others, like the actual portals, might. If you put a portal at the bottom of a small cliff, and jumped down into it, I can't imagine how you wouldn't be going fast when you came out the other side.
