Spellthief and Wands

I have an NPC spellthief (actually rogue/spellthief) that doesn't let anyone know he is anything but a rogue. I want to have him use Wandstrike...but...can he? Can he activate a Wand of Burning Hands? If so assuming it is made by the lowest possible level to make a wand (5th I think), thus being casted at 5th level can he actually hit someone for 1d6 damage from the wand plus the 5d4 damage from the Burning Hands spell? Can he if he is low enough as a spellthief that he doesn't have casting ability yet?

He coulduse a wand, but is burning hands on the spellthief spell list?
 

Per CAdv, Spellthieves cast spells off the Sorcerer/Wizard spell list from abjuration, divination, enchantment, illusion and transmutation. I ask since I am new to ANY character yet alone PC's actually using UMD.

Considering that this spell is not on their list can they use UMD to activate a Wand of Burning Hands? What about a wand with a spell on their list?

With a spell not on their spell list, they use UMD, with a spell on their spell list, they don't need to use UMD to use that wand.
