Aye, the Collector has a bunch of minor actions and can teleport as a move action. In addition, when it takes damage, it can use an immediate reaction to take a move or minor action. It also has a (I believe) minor action attack that targets a bloodied arcane target and allows the Collector to regain HPs.
The banishing power is a minor action, etc.
The problem the Collector runs into is that even though it has a lot of minor action attacks, it simply doesn't deal a lot of damage with anything, which makes it hard to take stuff down on its own. Of course, when I threw one at my players they made every single save, so the banishing, etc. didn't slow them down much. Against my players, it never got to heal because the only arcane target at the time was the swordmage who also had resistance to most of the damage types the Collector dealt. That's a different issue though.
