Well, they've hardly been consistant before. Sometimes they vamp face, sometimes they don't, sometimes sunlight poofs instantly, sometimes they have some time.
And sometimes Angel can enjoy the lovely western exposure in his original apartment/office in LA.
I think the main reason for not putting his game face on is because they want the audience to identify with him. IMO, more of a story/thematic thing than an "in-character" thing.
