[Spycraft]Actions in Combat

I have recently proposed a houserule for D&D (here), and apparently it is rather similar to how Spycraft works. So, I thought I'd ask for a few more details here. How do Spycraft's combat actions work, exactly?

In Spycraft, each round a person gets two half-actions, you can either move or attack in a half-action, as well as any other activity that is equivalent. Certain actions are full-round actions (I do not have the book now and can't say off the top of my head).
 

In a Spycraft combat turn, you can:
Move (half) + Move (half);
Move (half) + Attack (half) and vice versa;
Attack (half) + Attack (half); OR
Full-round action.
