Stacking Armor Pluses and Minuses??? Opinions please

Character gets the high quality synthetic weave (SOAK 4) from the Military academy, then decides to go the bounty hunter route. Kelvar Vest Soak 5. So can he wear both?
Does he get the full 9 soak in the upper body hits or what?????

The current line is that you can stack natural and armour SOAKs, but not multiple armor SOAKs. That may change through playtesting, though.

JMHO, but I think you should be able to stack SOAK from difference Sources. Multiple SOAK from the same source should only give the highest SOAK value.
