dcollins - except you get a move-equivalent action + readied action, which (since you can specify "the end of my movement" or "right now" as the condition for the readied action) resolves to move-equivalent + partial action, and also makes a lot of internal sense.
As for partial charge-move away. Sure - go ahead and draw AoO's from an opponent you just gave a charge to. It's no more abusive than attack-move away, which is entirely possible by the rules, and it's nowhere near as powerful as spring attack or ride-by attack. The only real problem is that it makes move-attack slightly redundant (unless you want to hold onto your AC and not gain a to-hit bonus, which again makes sense - if you cautiously approach your opponent, it'll take slightly longer to do).
