i've got to go with Khan

--don't get me wrong, Dukat was a great villain, but not the first that comes to mind (for me)

(and Q wasn't really a bad guy - a nuisance or a foil maybe. in 3e terms; a hazard :p )
 



For those of you who know me (and my apocalyptic hatred regarding TNG), this one is going to sound a bit peculiar. My favorite villain was actually Ardra from the TNG episode “Devil’s Due”.
She was a one-shot villain who attempted to con the inhabitants of an entire planet into believing that she was the devil incarnate.
Why is she my fav? Well, for a one-shot character, she had more personality than most of the cardboard stand-ins that usually are on for one episode. Plus, she kept everyone off-balance (including the crew of the Enterprise) for the whole episode. She was boastful and cocky, and generally being an in-your-face pain in the butt. Heck, they even thought she might be a member of the “Q Continuum”, until they found out it was all a hoax!

Of course, I also liked Harry Mudd from TOS for the same reasons. I guess I’ve got a weakness for those shifty con-artist types.

Additionally, I always liked the Romulans (hopefully I still will after seeing Nemesis) and the vorta from Deep Space 9.

For a one-shot character, she's two dimensional. If you want a good one-shot TV character villain in the contemporary Trek series, I prefer the clown (portrayed by Michael McKean) in a pre-Braga VOYAGER episode, "The Thaw."
