Only if you assume your fireball has the same power regardless of your roll. How about, if you roll well, it burns like the pits of hell. You roll bad, it's more of a hot 'poof'.

Now it makes a lot more sense than 8 halflings die, 13 are hurt, and 9 are unscathed (including that one guy who was at ground zero...how'd he do that?)
 

I'm sorry, but I don't like the idea of a mage wiping out an entire party of PCs/Monsters because the wizard rolled a twenty on their sleep or glitterdust checks. A save from each subject is what balances the AOE disabling spells.

It's what also makes them worth using in other situations. Throwing a Confusion or Slow may not be as devastating as a single target spell, but there's a good chance at least one of the targets will fail the save.

Depending on the situation, I will have no problem asking for a roll against each opponent. In other situations, I will allow for a roll against a group of opponents.

In 3.x, the option was presented to allow players to roll their defense or for DMs to roll initiatives individually or as a group. I'd imagine that those types of options would be available for 4e, as well.
 

Exactly. A group of PCs or important NPCs might get individual rolls for a devastating effect. Not so much for a group of gobbos or skellys.

You could always make multiple rolls per "source of save" and apply individually instead of one roll for everyone.
