Okay...When I first saw Bakshi's LotR(I was about 8) and when I first read LotR when I was about 12, Legolas was my favorite character(now it is Eowyn...she just doesn't take any crap from anyone)
One of my first oD&D characters was an elf named Legolas(hey, I was like 10!). He of course was more like a Fighter/Mage, but I was stuck with what the rules would allow...
Anyway...let's say using a 28 point buy(it seems to me that the "PCs" of Middle earth are tough...but they are not 32, 35 or 40 point godlings...except Gandalf of course) how would you make Legolas? (using core rules only)
My vote is for a Fighter/Ranger/Rogue. He'd be about 12th level(maybe 10th).

Str 12
Dex 20
Con 10
Int 12
Wis 14
Cha 10
Skills would concentrate on stealth, agility, healing and woodland survivial
Feats: Tracking, (virtual) Ambi, (virtual)TWF, PB Shot, Precise Shot, Rapid Shot, WF: Longbow, Spec: Longbow, WFin: Dagger, Improved Init, Improved TWF
This character would wear light armor(chain shirt?) and would obviously prefer to fight with his bow. He'd be extremely stealthy and agile. When pressed, he will use his two daggers. He has Evasion and Uncanny dodge as well as a +2d6 damage for sneak attacks. Likely he'd have orcs or goblins as his favored enemies.
His attacks would be(without magic): Longbow +17/+12/+7 or +15/+10/+5/+15 w/ Rapid Shot and another +1 for PB shot when applicable for 1d8 damage(w/ +3 from PB and Spec and +2d6 for sneak attacks when applicable). Daggers: +16/+11/+6 or +14/+9/+4/+14/+11 for 1d4+1 damage(+2d6 for sneaks)
He can cast some simple woodsy spells too!(Entangle or Speak with animals or some such)
