All I'm saying is that a Lightsaber is a freaking great weapon, and as written there's no real reason anyone who expects any trouble at all and who can afford it shouldn't have two.
They're extremely powerful, the only effective defense against a lightsaber is... another lightsaber (so yet another reason to keep one), they're extremely easy to keep hidden on your person and still available at a moment's notice, making them the absolute perfect concealed weapon.
Hell, even if you never use it in combat, it's the freaking swiss army knife of the universe! Blast door jammed? Saber. Need to cut down a tree? Saber. Need to start a fire? Saber. Need to cut the power conduit before the damaged reactor goes critical? Saber.
There should be a lightsaber in every first aid kit in the universe, it's perfect for sterilizing, cauterizing, amputating and, hell, all three at once, and practically painless to boot.
As written, the only real barrier stopping anyone from owning a saber is the cost and the fact that so few are manufactured. The cost, frankly, should be negligible to all but the lowest-level mooks, and for such an incredibly useful and versatile weapon there's no reason that there shouldn't be three dozen different corporations all producing their own brand of 'em.
Basically, as written, the idea that a lightsaber is the exclusive purview of Jedi and those who've defeated them stretches all sense of verisimilitude. The only possible way to actually justify their limited usage is that only Jedi are capable of making them, and only in extremely limited quantities.
