This assuming the rogue/psion or lurk has the appropriate levels and Power Points to pull this off and a full action = 2 move actions and has yet to bee seen by the target.

Quicken manifiset Hustle as a free action. (+1 move action)
Manifest an augmented Dimention Slide as move action behind a target.
Can I make a Sneak Attack to the target I slid behind, deal damage then and Manifest an augmented Dimention Slide as move action to a safe distace from a melee retaliation from Snuck Attack target?

Simple version. Can I pop behind target, do a sneak attack, and pop away to safety in 3 move actions?

Does Twin Manifesting Hustle give the user two Full Action actions?

I don't understand parts of your post. First of all, when you say 3 move actions, you meant 2 move actions and a standard (attack) action, I assumed. Quickening should make something a swift action, not a free. Might not be important, unless you were planning to use it twice in the same turn, I don't know. I have no idea what twin manifesting Hustle means or why on earth it would give you two full attacks in one turn.

Anyway...sounds like you want to move in, sneak attack, then move back out of melee range. Yiu should be able to do that, yes. If you want more than one attack and have a means to do it with your actions, unless the foe has not yet gone in combat, he would only be flatfooted to the first attack, though.

Now, I feel I must notify you that there are many many other ways, potentially easier or better ways, to do this. First of all, Sudden Leap maneuver in Tome of Battle to make a jump as a swift action. That book also has teleportation maneuvers, one at 5th level as a move action and another at 7th as a swift. As well as a 7th level maneuver called Quicksilver Motion to get an extra move action as a swift action.

Spellcasting: There's a spell in PH2, I think it's called Dimension Jumper, that for the duration gives you a teleport every turn. There's also Greater Dimension Door at level 5 in Spell Compendium. Works like the level 4 spell except lasts for several rounds, so you can tactically reposition yourself and allies repeatedly.

Magic Item Compendium also has teleportation items.
