I am looking for vacuum related spells and rules but do not see anything in the DMG or PH...

How about a ray-shaped funnel to the Plane of Vacuum? You could suck the air and moisture from anything it hits, causing tissue damage and sending small objects to Vacuum...

Complete Divine's Entropomancer get's a miniature black hole that starts drawing everyone (including the Entropomancer) towards it at PrC level 9.
