OK, did some research, and here's what i found. in the MM and BoED, all of the eladrins discuss what can be done in each form, except the tiny Coure eladrins. since the shiere had the same exact power in 2E as the coure, we just copied their entry.

now, if we need to expand the entry to spell that out anyway, i can tell you that except for the Shiradi (the only winged humanoid form) none of the eladrin could fly in humanoid form.

I thought you were asking the opposite, if they could fly in alternate form. Yeah, those that don't have wings in humanoid form can't fly unless the alternate form writeup for that particular eladrin states so.
 

so then, the question becomes, since it wasn't spelled out in the coure entry, do we need to spell it out for the shiere? or is the coure entry an non-issue because maybe they should have spelled it out there too?
 

I think they should have spelled it out in the coure entry as well. We were having the humanoid form fly around because we didn't know.
 



Over a year later, we now have two entrants into the semifinals.

Chaotic Neutral eliminated Lawful Neutral and has seven monsters left to their name.

Lawful Good just eliminated Chaotic Evil, thanks to the tuen'rin, who gated in a trio of radiant dragons and mopped up the competition. Eventually the group was defeated, but the other CR 20 dragons finished off whatever Chaotic Evil had left. Lawful Good is left with two monsters, a very old radiant dragon (CR 20) and an old gold dragon (CR 21).

Neutral Good is still fighting Neutral Evil, but is having a tough time.

Chaotic Good is still fighting Lawful Evil, and there are plenty of monsters left on both sides.
