Yes I agree completely. But I think some folks assume they're more than that. That they are the equivalent of a fighter with a sword.
Well, bow, they are mostly range, after all.
But only 'equvalent' in a resource sense, since they're at-will.
The basic idea is that the fighter with his bow or greatsword is enough better than the tapped-out or un-commited caster phoning in attack cantrips, that it makes up for all the times a caster has chosen to do something more or better or more varied with a slot. And, that such could be expected to kick in at some point in a 6-8 encounter day.
So, yeah, that equivalency is important.
