Of course you can put whatever restrictions you like in your license. If the license allows you to use the text on footballs but not on basketballs, that's how it's licensed.

I see. Thanks for clarification.
So, it seems to me that they practically license their commercial advertisments. One usually pays for an advertisment. Wotc will be just licensing people for making advertsiments for them.

Sort of like a sports team licensing other companies to advertise their team? Or Lucasfilm licensing other companies to advertise Star Wars?

The very nature of licensing sort of makes it advertising. The company who wants the license certainly can decide not to agree to the license if they feel they don't get the value from the license they want.

No. You are not forced to buy tickets for the sports team nor to buy the Star Wars dvds by such an advertisment. But it seems you will be forced to buy PHBs if you want to understand a 3rd party licensed product.

Meh. We'll see if the new 4e SRD will update the usage of material beyond the core rules.
