From what it says, it's an immediate reaction so the triggering action needs to be completely resolved before the kobold can move. If the triggering action was someone moving next to it using their move action, then the Kobold Dragonshield can shift 1 step away. If the triggering action was someone charging, then the attack is resolved before it shifts away.
