You could throw 2 daggers without needing quickdraw. I would say transferring a dagger from your offhand to your primary hand would be a free action. The feat Two-weapon fighting doesn't help with ranged attacks, but Ambidexterity would. That's if your DM wants to rule that you can't do the above as a free action, though Quickdraw's probably a better choice. Now, by the rules, if you want to do more than that, then yes you need quickdraw. As a house rule, you may want to ask your DM if you could use a bandolier much like a quiver of arrows, meaning you could draw the daggers from the bandolier as a free action. I think this quite reasonable.
