Sure, but its not all that easy to destroy, given that it is ethereal, has improved evasion, and an AC of 22+int mod. Also the limitation to 4th level spells is not any kind of limtation if you are below 11th level. It also does not affect the level of the spell you are casting like a metamagic feat would.
Spectral Hand may not give you the power to destroy the world, but I've gotten a great amount of mileage out of it, and IMHO its a good 2nd level spell that adds some versatiliy and survivability to a low to mid level caster. Its usually the first or second spell I cast in any combat, and I use it to
Haste the fighter who has usually already gotten herself surrounded; a situation that would normally be potentially fatal for a wizard to wander in and start casting touch spells. It also allows me to get off some
Vampiric Touches and
Chill Touches from a safe distance, all while still flanking.
I like the spell alot, but I do recognize its limitations, and I suspect that I'll use it less and less as I get higher level in the same way that my crossbow once used be my most reliable source of damage (lvl 1~4), but now is largely ignored (lvl 6).
Oh, and in double checking the spell, its medium range. Must have been thinking of
Melf's Acid Arrow or something. Still further than a spell meta-magicked with Reach Spell.
