Touch attacks

Is it correct to apply Strength modifier to Touch Attacks done to deliver a spell? Shouldn't it be quite the same for a weak spellcaster or a strong one to touch someone? I think the Str mod represent the easiness to control a weapon, specially if it is a heavy axe, but to control one's own arm...

I alays use dexterity modifier to all touch attacks, STR modifier doen't make any sense.

To me, STR to melee touch attacks makes perfect sense. I mean... it is a melee attack after all; STR affects melee combat i.e. the act of physically assaulting someone bodily.
