I don't know what 3.5e says, but in 3.0 one spell does not stack with itself, even if it gives an unnamed bonus/penalty. PHB page 153: "Spells that give bonuses or penalties to attack rolls, damage rolls, saving throws, and other attributes usually do not stack with themselves." Bonus names only come into it when you're dealing with bonuses from different sources.

So- one is wrong. Applying a penalty is quite a bit different than doing ability damage.

Ever since 3.0, the sage advice, errata, and faq have always stated that when their is a discrepency between the spell's one-line description and its full description to always refer to the full description. It is reasonable to say that this is also the process that should be applied here (so presume that the full-write up is the correct of the two)
 


It's a nice spell against Duelists and Expertize-Fighters, too.
No more whirlwind .....
Weapon masters will crumble to dust without the INT 13+ ........
A quickened spectral hand is always at hand :)
Will saves get even more weakened for the poor fighter ... Hold Person anyone ?

I think it's a really bad idea for a first level spell, but perhaps you have to apply NPC trait 100 : No sense of humor ....
