I read the blurb for Touch of Madness, the new Dungeon adventure, and thought "hey that sounds very 4E" so I downloaded it.
Sure enough it is set up as a 4E adventure using 3E mechanics for the moment.

Based on the monsters and what is known of them for 4E so far it looks like its a 7th or 8th level adventure for 4E, maybe still 10th level.
So it seems to be a springboard to go from Hero Tier to Paragon Tier. There is a local area map for the starting town of Wellspring, along with a more detailed map of the town as well. This would let a DM use this information as a starting point for a collection of adventures to get the PCs ready for the main adventure.
Here is hoping that it is converted soon after the release.

Who the Heck is Ioun?
Ioun is one of the new deities from D&D 4th Edition. A deity devoted to knowledge and prophecy, she is one of several new deities your characters will be able to devote themselves to in the new edition.
In the future, this adventure, and the two in this adventure arc that follow in the coming weeks, will be updated to 4th Edition. To prepare for that eventuality, we went ahead and started using some information from the new edition’s mythology right here.
