There is NO entry for what this mark does.

Do ALL marks = a fighter's Combat Challenge?

Mark is a status impairment. Alot of enemies can do it, from the lowly dragonshield.

It just gives -2 to attack targets other than the marker.

greyscale1 is right on. Take a look at the combat chapter, in the section that describes the combat conditions.

To answer your other question, a monster power that marks an opponent is not the equivalent to the fighter's combat challenge power (unless otherwise stated), it just inflicts a status condition.
