Trying to find an old movie

I am trying to find a movie that came out in the 80's, maybe early 90's. I think it was called Baby Blues. It was about a couple who recently had a baby and were on maternity leave from a government agency. It was set in New Orleans and they get called back into service when an Eastern Block terrorist comes to town. The comic relief was a low life mugger who called himself Muerte, but the couple called him Morty. I can't find the movie anywhere based on the name so I was hoping someone remembers who the actors were. Thanks.
