Some good ideas here.

Do people generally agree that letting TWF improve automatically wouldn't be overpowering?

What level should 'Expert TWF' be?

You are masterful in wielding two weapons.
Prerequisites: Two Weapon Fighting, Weapon Focus in wielded weapons, Dex 15+, Str 15+, BAB +9 or higher
Benifit: Grants a +2 on attack bonus when wielding two weapons.

I think this works well ...

12th level rogue? The bab req wouldnt hinder a fighter too much, but that is a long time to wait for the poor rogue :( Perhaps 6 bab? then he just has to wait until level 9 or so.
 


I think that if two weapon fighting were on a growing mechanic, where it gets better with certain pre-reqs and not feats, then why not base the whole mechanic on the fighting styles that dragon has released from time to time? Those tend to balance out pretty well when you start adding more feats.

If I had that Dragon issue .. then I might have gotten that idea .... as the case happens to be, I jes' yoinked the House Rule from Scion, and maybe changed a couple things.
 

Note that in 3.5, ITWF has a requirement of BAB +6.

Not that it matters, each iterative attack is worth less than the one before it. In order to be a "Two Weapon Fighter" in D&D you'll pretty much have to take all the successive feats - and as previously noted it's a state of diminishing returns. So in standard 3.5 land - a TWF character is forced to use a feat every five levels for maintenance which he gets nothing for relative to the Greatsword Fighter.

It really hurts. A lot.

So it does ... I hadnt noticed that. I didnt think that WotC had gotten smart and lowered it with 3.5e .. still not enough help, but anyway.
