TWF off-hand touch attack

Can one use TWF and have the off-hand attack be a touch attack?

Say a charcter weilding a sword in on hand casts a touch spell, they hold the spell that roud, then attack the next round using the sword in the main hand and the touch as the off hand attack.

Is this allowable under the RAW?

Would the off-hand count as a light weapon?

Yes, it is, and yes, the touch attack would be considered a light weapon.
