Twin Shield Fighter-need help for tomorrows game

I have aplayer that wants to try being a two shield fighter. He is playing a Paladin and will be entering the game halfway between second and third level. He is human, 32 point buy. He asked a couple of questions regarding some feats and so I have come here for some advice.
(1)Shield Expert (sword and fist): This feat allows a character to retain the shields AC bonus when attacking with a shield in his off hand. Would it be unbalanced to allow this feat to apply to the primary hand as well? Or perhaps taking the feat once for each hand?

(2)Power Lunge: Any problem applying this to a shield?

(3)The feat in DotF, name escapes me, shield charge I think, this feat allows the damage from a shield used in a charge to be doubled. Would this apply to the str damaged generated from the attack or simply the dice damage? If it applies to all the damaged (like a crit...) then power lunge becomes redundant right?

If anyone has seen any issues I need to be aware of with this type of fighter please let me know.

You mean that its an utterly implausable munchkin character concept that oughrt only to be used in hypothetical situations like the Smackdown thread and munchkin battle arenas?

You cannot benefit from the Armor Bonus of more than one shield, so it's pointless anyway.

None.

It applies like a crit, and in this case will stack with Power Lunge.

Power Lunge affects the Str bonus to damage, while Shield Charge simply doubles damage.

Just like when you use a two handed weapon, you get 1.5x Str bonus, which doubles (or whatever) on a crit, when you Power Lunge (remember, it draws an AoO), you get 2x Str bonus, which doubles on a crit.

So if he deals 1d4 +2 with a shield, on a Power Lunge he deals 1d4 +4. On a Power Lunge Shield Charge, he deals (1d4 +4) x2. On a Power Lunge Shield Charge critical hit, he deals (1d4 +4) x3.

If anyone has seen any issues I need to be aware of with this type of fighter please let me know.

Beware the Divine Shield feat in DotF. You'll need to decide whether one turn attempt will affect both shields, or if he needs to expend one turn attempt for each.

Just no.

It is a silly concept arrived at from reading the rules too closely.

No newbie comes up and wants to play a twin-shield wielding paladin.

It's just plain silly to say you can fight with two shields ... Try it !
They will get in each others way. Maybe two buckler ... but wasn't it prohibited to use a buckler for bashing ?
There was a spiked buckler in the film Braveheart: The mad irishman used one. But only one !
Anyway, why would someone play such a silly character if not for munchkinism.
Only one shield can be used for protection, the other is just ... ballast.

There's a chinese or japanese movie which has one of the guys in it fighting with two shields. I can't remember the name of it though.

And if it's in a movie, why not have it in a game?
 

Sure, we have a lot of silly things in our games.

But it is silly. Ah well.

Here we go... if you see him going this route and have a problem with it, tell him to do something else.

If he wants something with flair, tell him to build a Roman style fighter with large shield (heavy martial weapon, take Shield Expert or whatever feat), shortsword (light weapon for TWF), shortspear ... or longspear for the beginning of the combat. KoK has an "improved" Shield Specialisation feat that gives a +1 to AC if you don't use the shield for bashing.
