You can choose what attack, but I think it's irrelevant. If you hit, you apply it. That text is only to keep the ranger from getting screwed by (e.g.) saying it would apply to the first attack and then hitting only with the second.The other bit of circumstantial evidence, at least enough to satisfy me for ranger powers, is how Hunter's Quarry works. It says you can apply Hunter's Quarry damage after all attacks are rolled. I know its possible to do it after initial damage is rolled, but that's just wonky and more counterintuitive to me. I'd rather roll all the damage at once, after all the attack rolls are resolved.
Your interpretation will certainly reduce the effectiveness of Twin Strike, but really only in very rare cases. Essentially, every so often the ranger effectively fires an arrow into a corpse (or hack into one if melee). Unless there's a game play issue (and there might very well be one since it should take longer to resolve damage before the second attack), I don't see that the nerf helps.I'll also admit to having a bias in favor of interpreting Twin Strike less charitably, since Rangers are already ahead of the curve.
