Two new spells for a sorc, balanced?

the caster breaths out a cone of icy cold gas, dealing 1d6/level(max 10d6)(ref half) cold damage to those in the area of effect.

Or the caster may breathe of chilly gas that stuns those effected for 1 round/2 levels (fort neg)

On the second one... Breath of a Silver Dragon

Since it has two effects you can choose from the effects are usually lessened for it..

Maybe knock it down to d4 damage or cap it a 5-8 dice the stunning is fine since its a forts save... but it does make it a mage killer spell. Maybe Dazes would be better than stuns (lose one action each round) for 1 rnd/2levels...

I assume that the cone begins from the caster's mouth, correct?

Since you have two effects to choose from, I think I would move it to a 4th lvl spell, keeping the damage cap the same.

I would also reduced the stunning effect to 1 rd/3 levels and cap the stunning at a maximum of 5 rounds.
Or, based on Limper's idea, stunned for 1 rd and then dazed for 1 rd/3 lvls. I think I like the balance of that (stunned then dazed) better.
