Can a character use two shields at the same time? If he's not using a weapon and his main goal max defense, could someone use two shields and get the full AC bonus for each?

He would get two shield bonuses, which do not stack with each other.

I don't know...turtles are pretty intimidating...

I can't seem to find a historical reference for any double shield fighters, but I found this PrC at The Giant in the Playground: Shield Master of Fsi-Dib.

Plots and Poison has a martial style based on it. It's 3.0, but you get the bonuses to AC as well as using shields to bash without losing that AC.

Why not simply use tower shield rules?

I will say from boffer fighting experience: If you don't present a credible threat, then you die very quickly since your opponent doesn't have to defend himself while he hits you.
