Two unrelated questions

First, a rules question, to quantify me putting this in the Rules forum.

BBEG is rolling on the ground next to me, putting out a fire I started (on his back). He is prone. I am a rogue. I attack. Is this a sneak attack? If not, why? What bonuses to attack should I get? What penalties to AC should he get?

Second question:

Does anybody have the Swashbuckler's Handbook? I'm trying to get the name of the class that specializes in two longswords and chastizing the enemy. I think it is three levels long. Anybody know what I'm talking about?

By the RAW: No, it's not a sneak attack, because he does not lose his Dex bonus to AC. You get a +4 to attack since he is prone. He gets no penalties to AC.

Strange. This "houserule" or misunderstanding about sneak attacks vs prone dudes is nearly as common as Manyshot with Shot on the Run.

Maybe we really should have a stickied FAQ thread on this forum for questions like those two, whether the +X in spells like shocking grasp is empowered or not, etc.
