Two Weapon Fighting Ranged/Melee

quick draw
two wep fight
wep finesse
imp wep finese
elf +18 dex + cats grace = 24 dex

dex to hit and damage +7 to hit and damage
have a belt of throwing 1d4 daggers
avoid toe to toe stay 20' away from all enemies and throw flank attacks as much as possible.
I was mostly asking if I'm allowed to (which you seem to say I am) and if i just incur normal melee two weapon fighting rules, obviously it is a melee weapon i just wonder about the penalties/possibilities of ranged and melee attacks combined into a full round attack, and yes quick draw is a level 3 feat no brainer

The only Improved Weapon Finesse that I can find is on DnD Wiki - that wretched hive of scum and villainy - and that requires Weapon Focus as a bonus feat.

Question: What happens when you need to throw enchanted weapons?
 


It seems that you would either require several enchanted daggers or have one enchanted with Returning, which if I remember the ability correctly, would hamper your ability to throw and melee attack in one round.
 

I would ditch the rapier and use daggers in both hands, that way feats and abilities apply to both and you can full attack at range if you want.

Check out Hurling Charge, its a feat that lets you throw a weapon at an enemy during a charge and finish with a melee attack
 


Well, if you're doing much throwing at all, you really should consider Bloodstorm Blade 4, so that you can just have a single enhanced throwing weapon to use on all the attacks instead of worrying about multiple copies, Returning, etc...

Also helpful before you reach BB 4 is the lesser crystal of return (Magic Item Compendium). As a move action, you can call the weapon it's attached to back to your hand if it's within 30 ft. Decent backup plan, though as a lesser augment crystal, it has to go on a +1 or better weapon only.

What race, class,feat, magic item prestige class combo is best for a deadly thrown wep specialist?

Halfling, Scout, Whisperknife, rapid shot, wep fineses, 2 wep fighting (throwing), multishot, greater multishot, barbed wardarts? daggers? dart of the hornets nest, bracers of archery(throwing), and how about gloves of collision, +5 damage per dagger or dart (Psionic wep) much like a bow imbues its ammo with its magic these are gloves or bracers that do the same but to thrown weps only?

imp multi shot allows you to apply precision damage to all not just 1 per attack.

3 Soulknife then Soulbow, only your mind arrows can look like mind daggers? I actually like the Soulbow now, I didnt think much of it until after I read it up. With this class you will never need to buy a magic bow or ammo, you save a lot of $ that can now be applied elsewhere, dont have to worry about sunder nor broken ammo. You get a bonus feat every other level, you enchant your mind arrow with magic much like a Kensai would his blade.
