I think the Ultimate Sci-Fi Strategy Expand game would have the following features:
3d coordinate Map of the Galaxy (or playing area). Based off the Milky Way or another real Galaxy (but Milky Way is best).
Multi-leveled and multiple perspective on views. i.e. view the galaxy, view a system, view a planet, view a fleet, view from an individual ship or station (i.e. looking out of a space station like Babylon 5).
Different games can be based on possible theories of alien life:
1) We are alone. This game focuses on Human expansion from earth with no other sentient life forms in the universe.
2) Space Travel incredibly Hazardous and/or no faster than light speed travel. There might be other life out there, but the tech level required for space travel is so high it'll be a very long time before we get there.
3) Hostile alien civilizations exist. Bugs, Destroyers, etc.
4) Friendly alien civilizations exist.
5) We are the most advanced civilization.
6) We are way behind the true powers of the universe.
7) Multiple Dimensions are possible/not possible.
8) Multiple factions within your own civilization.
9) Colonies can go independent if too out of touch from the home world.
10) Robots, Androids, etc.
An experience system of some sort.
A fast forward button, so you could move forward the game a month, a year, a century, or a millenium and let the computer control. Perhaps a monitor/pause environment where you could step in at critical moments.
