Since it's supposed to be the antithesis of a holy avenger, which is a LG-focused weapon, I would make this weapon more CE-focused than generally evil. It would only work for a Chaotic blackguard or a Paladin of Slaughter, and would be silver instead of cold iron (because silver is what you use against devils and guardinals, cold iron against demons and eladrin).
That latter bit would have even been more appropriate if it were archons (LG) who were vulnerable to silver instead of guardinals (NG).
