I imagine if those were D&D (or similar) GMs, that some would suggest something like BitD to give them more narrative agency as a player.
Its not a question of agency so much as participation; as a GM, one way or another, you're involved in everything. In most games there are just parts of what's going on that's someone else's show, as it were.

The Best Civilization Games, Ranked*

Last: Call to Power. I can't even.

7. Civilization. I want to give it bonus points for being the first, but naw.

6. Civ2. The beginning of modern Civilization.

5. Civ6. Ugh. I don't know where to start with this one, but while it has people that absolutely love it, this was the first time in the entire series that the game managed to miss that sweet spot that kept me coming back for just .... one ... more ... turn. I've probably played less of this one than any other "main line" Civ game.

4. Civ3. Easily the best of the pre-modern Civs. Probably the one I played the second-most.

3. Civ5. Jarring at first (WHERE IS MY TANK STACK??), it gradually grew on you ... especially with the much-needed expansions.

2. Civ6. Basically Civ5, but better. And mods, mods, mods. Arguably the pinnacle when it came to the "de-stacked" Civ games.

1. Civ4. There can be only one. Civ4 might not have been perfect (no game is), but it was the watershed game in the series. It made Civ3, which was a great game, look like nothing. Also? Leonard friggin' Nimoy.

Was Civ6 supposed to be in two different spots here? With conflicting opinion?

(Personally, I found I have kind of a Star Trek rule with Civ games--all the even numbered ones left me cold.)

Ugh. I was thinking of something else and editing and I re-wrote the entry for Civ5.

I disagree with the odd-numbered rule. While I think that Civ 4 is the best, and 2 is good, 5 was really good ... after it got ironed out. And 3 was excellent.

Note it was the odd numbered ones I liked; 2 and 4 left me cold, and 6 didn't interest me enough to stick with it long enough to form an informed opinion.

(And yeah, I know this is really an unpopular opinion when it comes to Civ4).
