Get on Ebay and hunt down a copy of RuneQuest Cities! It has a very extensive random encounter system for cities, towns and villages, as well as details for designing the same. Don't worry about the RuneQuest logo -- its not system/setting specific. The fact is, it was a generic DnD suppliment before Avalon Hill bought it and slapped RuneQuest on the cover.

Trust me on this one. You will not regret this purchase. I've had it for over a decade and STILL use it regularly in running my game.

This was originally published by Midkemia Press as "Cities", then changed hands to become RQ Cities. In any incarnation, this is a great product. It has encounter tables for towns and citeis of different sizes, then breaks cities down into quarters (merchant, jewelers, etc.) It also has different results by time of day!

Would someone please republish this?!?!
 


The TSR book City System had an 11 page section of random encounter tables. There's a different table for each ward of Waterdeep, so the Dock Ward can be used for a seaport, the Southern Ward for a city on a caravan route, and so on. Each has 120 entries.

It's available as an ESD.
