Like, is it possible to play a fifth level warlock in your world? How would it work?
Sure: the Patron IS the blade, tome, chain or whatever. That is, the patron is an intelligent artifact or a powerful being trapped in said artifact -- but because of the nature of Earth, could not escape and exist until Earth's arcanosphere returns.

Don’t get caught up on firearms. Maybe, since magic is more common, firearms are still fairly simple.

Create 3 varieties based on hand crossbow, crossbow and heavy crossbow. Make them all simple weapons.

Give them the loading property but with a 5 or 10 round mag. (5 is better because it will come up In an actual combat. More than that and you might as well ignore loading property)

Give them different masteries than the bows.
Like prone - not because you are knocking someone prone but because you are forcing them to take cover (as an example)

Since it has a mag, it can act as a semi-auto when people have multiple attacks. In fact, a semi-auto can be a gun with the Nick property.

Skills:
I hate the drive skill. 95% useless. At least Dresden Files rpg let you navigate the city with drive which made it mildly more useful.

Make sure that whatever skill is used to pilot a vehicle has some other usage. Call it “urban survival”. Use it to know how to get around the city quickly, know the bus schedule and know how to drive a car. Probably know the best fast food places.

Computer Use is a good skill or you can call it Hacking. Or, you can have Computer Use to do research and then have a feat or a tool proficiency that lets you use Computer Use to hack. Or, the easiest way is to make Conputer Use an investigation skill. d researching stuff that is protected and needs to be hacked is just a higher DC . Bypassing firewalls is searching and disarming traps (thief tools using INT)

That is not my question, what happens to 2 level 3 spells per short rest?
 


I'm not sure I understand the question. Why is this different than anything else in the D&D rules, just for this setting?
I am under the impression that in your setting to cast a spell I need some artifact. Lack thereof restricts my spell casting. How does this work? If it does not then why bother with this missing arcaneosphere?

You need is as much as a long rest caster, or anyone else who uses magic at all. I am just not certain why short rest classes would be a special concern.

Obviously, if a player picks a caster or other magicky class, they start with an item that can fuel their low level magic. Before they reach the next tier, though, they will have had to find something more powerful.

Ok, we seem to be at cross purposes? I think for you write earlier that magic is restricted in some form by Earth's lack of an arcaneosphere, but now you are saying there is no restriction on slots availability.

I believe the point is that the arcanosphere is a narrative conceit that restricts the dissemination of magic across Earth. It’s not meant to overly impact PC mechanics outside of the need to find more potent magic items to be a source.
 

Regarding police and armies dealing with monsters.

I’m not sure giving them guns makes them any more potent against a dragon than, say, the King’s militia. Big cities in fantasy settings have large standing armies and yet call PCs to solve problems.

But if you wanted a truly in-game way of dealing with it (and still giving PCs a reason to use swords) is maybe weapons built after a certain period lack the potency to deal with monsters.

A sword or bow is more useful against a monster than a gun or even a modern steel sword.

And, instead of random +1 weapons, you can just have the players find old weapons. The older the weapon, the higher the bonus. A museum is a literal treasure trove of magical items if you can find some that are in good enough shape to use. And, maybe, slaying monsters rejuvenates them.

This has to do with the whole arcanosphere: these weapons have been around long enough to absorb some power.

So instead, a monster can have “resistance: bludgeoning,” you give them “resistance modern”
