Vampiric Half-Celestial Animated Chair

"While many DMs want to build monsters using the target numbers-based system that 4th edition uses, some DMs may want to build their monsters like PCs, adding levels of cleric onto orcs to create enemies that also have many class features. Some DMs may want to use templates to create everything from a fiendish hobgoblin to a vampiric half-celestial animated chair. So we'll need to find ways to support those needs, without mandating them." - Rodney Thompson.

I love templates, both for monsters and PCs, but I feel that they are largely over-costed for players, which is unfortunate.

You've got me beat. The most absurd thing I ever statted up was nothing but a half-fiend, ice element mimic with levels of rogue.

So if a DM wants to quickly create a bunch of monsters that can function in a game so he can focus more on story/plot/life he can? And if a DM wants a system to create monsters that provides information on how the monster exists in the world, then they can too?
