Wand Creation and Bonuses

If a wizard makes a Cause Fear wand for the minimum price, does that wand's spell get his intelligence bonus added to its save DC? What about if he has spell focus Necromancy?

The only thing that effects the dc of a wand is the level of the spell and the *minimum* intelligence to cast it.

Wands never use the wizards Int or and spell focuses. The DC is always spell level time one point five, rounded down. There is a feat in ELH that creates an exception, but only if you have the feat.

No on both counts. The wand has a DC of 10 + spell level + the minimum Int bonus required to cast the spell, regardless of the wizard's actual Int or Spell Focus. The DC would be 11 (1st level spell, minimum of 11 Int to cast).

Crothian is almost correct. Just add 10 to 1.5 * spell level and that gets the correct value (it accounts for the minimum int bonus)
